Ethereum layer 2s in 2027 are most likely to look more consolidated than today: a handful of large rollups holding most users and liquidity, cheaper fees thanks to Ethereum's blob upgrades, and a tougher question for investors about whether L2 tokens capture any of that activity. Nobody can predict which networks or tokens will win, so this guide focuses on the forces that will decide it.

Layer 2 networks (L2s) are blockchains that process transactions off Ethereum's main chain and post data or proofs back to it. They are the main way Ethereum scales. If you hold or are considering tokens such as ARB, OP, ZK or STRK, understanding fees, sequencers and token design matters more than following social media hype.

How Ethereum Layer 2s Work in Plain Terms

A rollup bundles many transactions, executes them off the main chain, and posts the result to Ethereum. There are two main families:

  • Optimistic rollups (Arbitrum, Optimism, Base) assume transactions are valid unless someone submits a fraud proof during a challenge window. Withdrawals to Ethereum through the native bridge usually take about a week.
  • Zero-knowledge (ZK) rollups (zkSync, Starknet, Linea, Scroll) post a cryptographic validity proof showing the batch was computed correctly. Withdrawals can be faster, but proving is computationally heavy.

Most rollups run a sequencer, a single operator that orders transactions. It is fast and convenient but is a point of centralization. If you want the fundamentals first, read our explainer on what layer 1 and layer 2 blockchains are and the deeper guide to rollups.

Fees: What Changed and What to Watch Into 2027

The Dencun upgrade (March 2024) introduced "blobs" through EIP-4844, a separate, cheaper data space that rollups use to post transaction data. L2 fees fell sharply afterward. The Pectra upgrade in May 2025 increased blob capacity further.

This has two sides:

  • For users, cheap fees are good. Swaps and transfers on major L2s often cost cents.
  • For L2 economics, lower fees can mean thinner margins. An L2's revenue is roughly what users pay minus what it pays Ethereum for data. If competition pushes user fees toward zero, there is less to share with anyone.

Signals worth tracking in 2026 and 2027:

Treat any single number with caution. Incentive programs and airdrop farming can inflate activity for months and then disappear.

Why Consolidation Is a Realistic Scenario

By mid-2025 there were dozens of live rollups, plus many app-specific chains built with frameworks such as the OP Stack, Arbitrum Orbit, ZK Stack and Polygon CDK. Liquidity, however, has a habit of clustering. Traders want deep markets, developers want users, and users want the apps their friends use. We cover this in more detail in Starknet vs Arbitrum.

Forces that could push toward fewer, larger L2s by 2027:

  1. 1Liquidity network effects. DEXs and lending markets work best with deep liquidity, which favors already-large networks.
  2. 2Distribution. Base benefits from Coinbase's user base. Other L2s tied to large companies or exchanges may have similar advantages.
  3. 3Shared standards. Groups of chains such as Optimism's Superchain aim to share security and messaging, which could make "many chains" behave more like one network.
  4. 4Cost of incentives. Paying users to show up is expensive. Networks without organic demand may struggle once incentive budgets run out.

Forces pushing the other way include new interoperability tools that make fragmentation less painful, app-specific rollups that do not need a general audience, and improvements to Ethereum's main chain itself, which could reduce the need for some L2s. Our Livepeer (LPT) explainer covers the project's basics, use cases and risks.

What L2 Tokens Actually Capture

This is the most important question for investors. Fees on most L2s are paid in ETH, and sequencer revenue typically goes to the operator or a foundation treasury. The token often provides:

  • Governance over upgrades, treasury spending and grants.
  • Possible future roles such as decentralized sequencing or staking, if and when they launch.
  • Ecosystem incentives used to attract builders and users.

That means an L2 can grow while its token underperforms, especially if large amounts of supply are still unlocking. Compare circulating supply with the maximum supply and read our guide to market cap vs fully diluted valuation. Check each token's live page, for example Arbitrum's price and supply data, before drawing conclusions.

Bull, Base and Bear Scenarios for Layer 2s in 2026–2027

Bull scenario

On-chain activity grows strongly, a few L2s become the default homes for DeFi, payments and consumer apps, and token designs add concrete value capture such as fee sharing or staking for sequencing. Tokens tied to the leading networks would be the most likely beneficiaries. For a related outlook, read Starknet price prediction 2026–2027.

Base scenario

Usage grows, but fees stay very low and value mostly accrues to ETH, to operators and to apps. L2 tokens trade largely on broader market sentiment and their unlock calendars. For a related token's outlook, see our ZKsync price prediction for 2026–2027.

Bear scenario

Activity concentrates on token-less networks or on alternative layer 1s, unlocks keep adding supply, and a bridge or sequencer failure damages confidence. Smaller L2 tokens could lose most of their value. Our Mantle (MNT) price scenarios for 2026–2027 apply the same catalyst-and-risk approach to a related project. Our article Polygon vs Arbitrum expands on this point.

Risk Management for L2 Tokens

  • Size positions modestly. L2 tokens have been volatile even compared with ETH. Our guide to position sizing and risk management basics explains how to set limits.
  • Check the unlock schedule before buying, not after. See vesting schedules and token unlocks.
  • Avoid leverage on volatile governance tokens; sharp moves around unlocks and listings can trigger liquidations.
  • Use official bridges and verified contracts. Fake L2 airdrop sites and bridge clones are common when a network is trending. Verify contract addresses on the coin's page and review how to bridge crypto safely.
  • Take profits by rule, not by feeling, if a narrative pushes a token sharply higher.

Bottom line

Ethereum layer 2s will very likely still be how most people use Ethereum in 2027, but "the L2 sector grows" is not the same as "L2 tokens go up." Focus on real usage, decentralization progress, unlock schedules and whether a token has a concrete role. 자주 묻는 질문

Will Ethereum layer 2s still matter in 2027?

Ethereum's roadmap has relied on rollups for scaling since around 2020, so layer 2 networks are likely to remain central to how people use Ethereum. What is far less certain is how many of them will keep meaningful activity, and whether their tokens capture any of that value. Expect a few large networks and many small ones.

Do layer 2 tokens benefit when the network is busy?

Not automatically. Many layer 2 tokens are used mainly for governance, while fees on the network are paid in ETH and collected by the operator. A token only benefits from usage if its design links the two, for example through staking, sequencing rights or fee sharing. Read the token documentation to see what it actually does.

Why did layer 2 fees fall after 2024?

The Dencun upgrade in March 2024 introduced blobs, a cheaper type of data space that rollups use to post their transaction data to Ethereum. Posting costs dropped sharply, so many L2 transactions became very cheap. Fees can still rise when demand for blob space or the L2 itself spikes.

What are the main risks of holding layer 2 tokens?

The main risks are token unlocks adding supply, weak value capture, competition from dozens of similar networks, centralized sequencers and upgrade keys, and the possibility that activity concentrates on networks without tokens. Smart-contract bugs in bridges and rollup contracts are another risk.
